The Dallas County Promise at Texas Woman's University covers the remaining balance of tuition AND mandatory fees after all other financial aid is applied - this is a "last-dollar" award. To be eligible, you must be a Texas resident, admitted to TWU, meet all Dallas Promise deadlines, and meet one of three financial criteria: qualify for a federal Pell Grant, be TASFA-equivalent, or have a family Adjusted Gross Income (AGI) of less than $85,000. This page details how it works specifically at TWU - requirements, deadlines, and processes vary at other partner schools.

For students graduating in the Class of 2027, enrolling Fall 2027–2028. You qualify if you meet ALL of the following:

Application Deadline	Apply to TWU by the priority deadline of January 15, 2027, or the general deadline of August 1, 2027
Start Term	Start classes at TWU in the Fall semester right after high school graduation
Enrollment Load	Maintain full-time enrollment (12+ credit hours; 15 strongly recommended)
Continuous Enrollment	Enroll in both Fall AND Spring during your first year, and every year after - you cannot skip a semester during your 4-year eligibility period. Award covers Fall/Spring only, not Summer or mini-terms

College Credit Review: If you graduate with an Associate Degree or college credit hours and a high school diploma, but have a college cumulative GPA below 2.0, your file will be reviewed by the TWU Scholarship Office to determine eligibility for the last-dollar grant.

First-time students heading to TWU for Fall 2027 should have their TWU admission application and FAFSA/TASFA in by this date for priority scholarship consideration (general admission deadline: August 1). Dallas College transfer students (Path 2) follow a different set of deadlines - see above.

Renewal Requirements

Keeping the award - 2028-2029 and beyond

Once you are at TWU, you must meet all of the following each year to keep your award:

Be registered for at least 12 credit hours (15 strongly recommended) through the 12th class day each Fall and Spring semester - exceptions may be granted for internships, student teaching, or completing major prerequisites
These hours may be completed across Fall, Spring, or Summer
Maintain a minimum cumulative GPA of 2.0, checked at the end of each Fall and Spring semester
Meet and maintain TWU's Satisfactory Academic Progress (SAP) standards, as described in the TWU Undergraduate Catalog
Remain eligible for the federal Pell Grant, or have a Pell Grant-eligible SAI as determined by your FAFSA or TASFA
Complete your bachelor's degree within 8 consecutive semesters (4 years) of enrollment at TWU

Once enrolled at TWU as a transfer student, you must meet all of the following each year:

Earn at least 12 credit hours by the end of each Fall and Spring semester - it's strongly recommended you earn 30 credit hours across two long terms, or two long terms plus Summer

Straight answers

Does Dallas County Promise cover all of my costs at TWU?

No - this is a last-dollar grant that covers tuition and mandatory fees left over after all your other financial aid is applied. TWU is one of the few Dallas Promise partners that covers mandatory fees in addition to tuition. You'll still need to budget for non-mandatory institutional fees, housing, food, transportation, supplies, and parking.

What's the difference between Path 1 and Path 2?

Path 1 is for students who go straight to TWU after high school - the award lasts up to 8 consecutive semesters (4 years), or 4 semesters (2 years) if you also earned an associate degree in high school. Path 2 is for students who transfer to TWU from Dallas College or another DCP partner school after completing at least 12 credit hours with a 2.0 GPA - the award lasts up to 4 consecutive semesters (2 years). Application deadlines differ significantly between the two paths.

How do I qualify financially - do I need Pell, TASFA, or a specific income?

You only need to meet one of three criteria: qualify for a federal Pell Grant, be TASFA-equivalent, or have a family Adjusted Gross Income (AGI) of less than $85,000. You don't need to meet all three.

What happens if I graduate high school with college credit but a low GPA?

If you graduate with an Associate Degree or college credit hours and a high school diploma, but your college cumulative GPA is below 2.0, you're not automatically disqualified. Your file will be reviewed individually by the TWU Scholarship Office to determine your eligibility for the last-dollar grant.

What happens if I skip a Fall or Spring semester?

On either path, if you sit out for one full Fall or Spring semester, contact [email protected]. The award only covers Fall and Spring - it does not cover Summer or mini-terms.

How many credit hours do I need to enroll in?

The minimum is 12 credit hours each Fall and Spring, but TWU strongly recommends 15 to stay on track for graduation. Exceptions to the 12-hour minimum may be granted for students in internships, student teaching, or completing major prerequisites.

Can I get outside scholarships too?

Yes - you can receive other outside private, endowed, and departmental scholarships. You must still accept all gift aid you're eligible for, including Pell and state grants.

Can I transfer my award to another school, or give it to someone else?

No. You may not transfer the award to another college or university outside TWU, return to TWU and receive funds while attending another institution, transfer the award to another person, or receive a refund for unused Dallas Promise dollars. Transfer students also may not have a gap in enrollment between completing their associate degree and enrolling at TWU.

Are international students eligible?

International students are not eligible for the Dallas County Promise award at TWU.
