What is a Last-Dollar Tuition Grant? 

A last-dollar tuition grant can help you overcome the funding gap between the financial aid you’ve received and the cost of tuition, helping make getting into college more accessible. For example, the Dallas County Promise last-dollar tuition grant is one option to help cover the difference between what you’ve already received from Pell grants and other federal or state grants and the cost of classes.

However, this grant isn’t automatically applied, even if you qualify, and you will need to meet a few requirements before you’re eligible to get it. Read on to learn more about how last-dollar tuition grants work, the steps needed to get one and the deadline you’ll need to submit your information by to receive it.

How Does a Last-Dollar Tuition Grant Work?

Last-dollar tuition grants can help you get over the final hurdle of financing your college classes, but only after accounting for existing financial aid. Unlike “first-dollar” grants, which provide aid regardless of how much funding you’ve earned to cover college costs, last-dollar” grants serve as funding of last resort and take into account how much financial aid you’ve already received to determine the grant amount. For example, if you’ve received a federal Pell grant that entirely covers the cost of your tuition, you won’t be eligible for a last-dollar tuition grant.

Last-dollar tuition grants also differ from scholarships, which are offered for a variety of reasons, such as academic merit, community service, ethnicity and more. Grants, on the other hand, are offered on a need-based basis. Additionally, the Dallas County Promise disregards GPA, and anyone, regardless of income level, should apply to see if they qualify for this financial assistance. 

Keep in mind that last-dollar tuition grants don’t make all of college free, and you’ll likely still need to cover costs related to textbooks, housing, food, transportation and other expenses. Rather than providing grant funds directly to recipients of the Dallas County Promise last-dollar grant, the college will fill the tuition gap with set-aside grant funds. However, you can still utilize funds provided by other financial aid sources and scholarships to cover your total college expenses.

What are the Steps To Get a Last-Dollar Tuition Grant?

To qualify for the Dallas County Promise last-dollar tuition grant, you’ll first need to ensure you qualify. Students enrolled in a participating Promise high school, which includes over 86 high schools across 13 school districts, are eligible to apply after attending the entire final high school year. You’ll then need to submit the Dallas County Promise Path form, which includes your full contact information, by the deadline.

After submitting your Promise Path form, you’ll begin applying to Promise Partner colleges that are eligible for the Dallas County Promise last-dollar tuition grant. Keep in mind that while this grant can only be used for covering tuition at specific partner colleges, you are not required to go to a partner college if you apply for this grant, meaning there’s no harm in doing so if you decide to enroll in a different school.

You’ll need to fill out the Free Application for Federal Student Aid (FAFSA) to verify your financial need and ensure you qualify for this grant. For the Dallas County Promise last-dollar tuition grant, the Texas Application for State Financial Aid (TASFA) is also applicable. You’ll need to submit these completed forms to your school of choice to determine scholarships and financial aid by the school’s deadline. 

When is the Last-Dollar Tuition Grant Deadline?

Deadlines for the last-dollar tuition grant vary by the stage of the process. Deadlines for Partner college applications and for submitting your FAFSA or TASFA will also vary by school. Review your colleges and ensure you’re up to date, ideally submitting any financial aid documents as early as possible. Failure to meet these deadlines or communicate important information to your school or Dallas County Promise could result in the denial of your grant. The Path Form for the Dallas County Promise Last-Dollar Tuition Grant will reopen in the fall of 2026.
